Lucknow: The 86th All India Presiding Officers’ Conference (AIPOC) concluded at the Uttar Pradesh Vidhan Sabha Mandap, marking the end of three days of intensive deliberations on strengthening legislative institutions. Addressing the valedictory session, Rajya Sabha Deputy Chairman Harivansh described the discussions as meaningful and outcome-oriented, highlighting Uttar Pradesh’s remarkable economic and social transformation.
He noted that Uttar Pradesh has witnessed impressive progress in recent years, reflected in the growth of Gross State Domestic Product, rising per capita income, expansion of the state budget, increased exports, and rapid infrastructure development. Referring to NITI Aayog’s earlier characterization of the state as “challenging,” Harivansh said Uttar Pradesh has now emerged as a leading, revenue-surplus state recognized for reform-oriented governance.

Emphasizing the importance of economic strength, strategic capacity, and technological advancement in today’s geopolitical environment, he said the state is playing a crucial role in realizing the vision of a Developed India by 2047. He also praised the extensive 27-hour debate on Vision Document–2047 in both Houses of the Uttar Pradesh Legislature, calling it a strong example of participatory and consensus-driven governance.

Harivansh highlighted that nearly six crore people have been lifted out of poverty in the state between 2017 and 2025 and commended efforts to modernize legislative functioning through technology, inclusivity, and regional language integration. He expressed confidence that insights from the 86th AIPOC would further strengthen democratic institutions across the country.
